By Chris RieserTulsa Public Schools, home to the University of Tulsa and the city’s first public library, is the city of Tulsa’s biggest employer, according to data from the U.S. Census Bureau.
But the school’s largest employer is a nonprofit organization that provides education, healthcare, and research to its employees and their families.
Public schools provide education to more than 100,000 students, about one-third of them in Tulsa.
Public School Employees Association president Jeffery Riggs says the organization, the Oklahoma Education Foundation, provides about 80 percent of the state’s public school funding.
Riggs, a former public school principal, says the foundation’s funding is critical for education.
Public school employees are part of the Tulsa community, he says, and have access to quality education that meets their needs.
“That’s the foundation we’re working with to make sure that education in our communities is the best in the world, and I’m sure the state of Oklahoma has the resources to do that,” Riggs said.
Rigs said the foundation is an independent nonprofit, and the state does not pay its operating expenses.
“We have to be able to support those employees, so that they can support themselves,” Rigs added.
Riesers job was to run a research and development center, which is where he discovered the public records project.
Riggers was a research assistant at the Oklahoma Department of Education when he started the project in 2016.
He and his colleague found a public database with information about all public school employees.
It was a little over a year later when Riggs began working with the foundation on the project.
“This is a project I’ve been wanting to do for some time, but this was really a natural progression for me because of the funding,” Rieses said.
The foundation is a 501(c)(3) organization, meaning it does not have to disclose its donors to the IRS.
“They don’t have to tell you anything about it,” Rigges said of the foundation.
“You’re not told anything about them.”
Riggs and his colleagues were able to obtain a list of more than 20,000 public school workers in Tulsa, but they needed more than 10,000 records to identify the students who had received education or healthcare from the school.
Riles research team searched through databases and news reports to identify students who might qualify for the education program.
The research was a huge help, Riggs added.
“The whole thing is really huge.
It’s just the way we do research and the way that we do this is by going out and talking to people.
It really gets the information out there, and we just don’t really get to that information until we do that research,” Riggs said.
For the project, Rigs and his team used the same data source they used in the past to track how many students received free education at the Tulsa Public School.
It turns out, the students receiving free education were nearly a third of the school district’s total enrollment.
Riggs team also analyzed the records to find out how many of those students were students of color, as many as 10 percent of Tulsa public school students are.
The data showed that black students received the least education, while white students received more.
RIGS said it wasn’t just about making the data more public.
It wasn’t about trying to track every single person that attended a public school.
“It’s about giving the students the information that’s most relevant to them, and that’s education,” RIGGS said.
In addition to the education project, the foundation also launched a public records campaign to raise awareness about a potential loophole that could help students from underrepresented backgrounds get access to educational opportunities.
The loophole would allow schools to require parents of students who aren’t students of the same race to provide financial support for those students.
It would also be an opportunity for students from low-income families to receive financial assistance to attend public schools.
But there’s a catch.
Ricks campaign team said it will keep pushing the issue.
“I think it’s time to make this issue part of education reform,” Risks said.
“There are a lot of issues that we need to get our students and our community in line with.
